The first step: In order to prevent short-circuit explosion, take power failure measures immediately, and send people to guard after power failure. Note: Do not power off by hand, use insulation rods or dry wood, wear insulation gloves, electric shock caused by electric arc generated by power distribution equipment.


Step 2: Organize personnel to drain water as soon as possible. Note: Personnel entering the equipment site must be equipped with insulation gloves and shoes. If the insulation tool is powered off, report to the leader of the unit or the person in charge of the relevant equipment in time. In the rescue process, pay special attention to personal safety, strictly control the entry and exit of personnel, can not open the outside door of the equipment at will, hang signs, pull up the police cordon and do a good job of safety measures.


The third step: The box-type substation or distribution room can not rush to restore the operation of the equipment after drainage, the total power switch should be dried, adequate ventilation and drying dehumidification measures, and the upper end of the flooded equipment, such as equipment, cables, transformers, etc. should be checked.


Step 4: Arrange power equipment technicians to detect flooded power supply equipment on site, and perform insulation tests on high-voltage switchgear, low-voltage distribution cabinet, transformer, cable and other power supply equipment. Only after detecting that there is no short-circuit fault and hidden dangers, can normal power supply be resumed.


Step 5: If the high voltage switchgear and low voltage distribution cabinet are flooded, use a dry hot air tube box made up of one of each electrical switch, wire and other components to ensure that all components are dry power up and bonded to one by each of the post-switch tests to test for switch damage.


Remember: can not restore the operation of the internal box-type substation pure in the short circuit, if forced power transmission will lead to our previous efforts to be wasted, and endanger the safe operation of the superior power grid, so we must strictly follow the above five steps, one by one to do a good test and then resume power transmission.
